Public/private boundary

The live static site contains only approved public records and empty-state registries. Counsel mapping and confidential evidence packages are generated locally and are not deployed. Optional account sync and editorial administration remain inactive until authenticated infrastructure, row-level-security tests, retention rules, and human approval are complete.

Benchmark suppression

A cohort needs at least 10 reviewed reports from at least three independent organizations. It is suppressed when one organization supplies more than half the cohort or when direct or indirect identification remains plausible.
